New Edinburgh Colonial Charter

We the leaders of the people of New Edinburgh, hereby adopt this
Charter as the supreme law of the planet until which time we may decide to
join the Federation.

Article 1:

All powers are divided between the Governor and the Senate.  The
Governor has the right to ask for and receive anything the Senate deems
necessary and proper for the need of the state.

Article 1 Section II

The Senate shall consist of  3 members from each province.  (One
Province equalling 50,000-75,000 citizens.)  Currently there are 10 provinces
and tberefore 30 senators.  6 Stagnorian and 24 Federation Senators.

Article 1 Section III

The Senate shall have means to amend the Charter any way they see
fit.  The right of the Governor to execute the Senate's laws shall not be
questioned.  The Governor will have means to do this by State police and
local militia.

Article 1 Section IV

The Governor will be elected once every 2 years.  The Senate shall be
re-elected once every 18 months.

Article 1 Section V

The Governor shall have the aid of an appointed Cabinet as he/she sees
fit.

Article II

All inhabitants have the right to life.  This right shall only be
restricted in the most dire of cases concerning revolt, crime, endangerment
of another sentient, or any other case the Government deems fit.  The
punishment for the crime shall vary as each province sees fit.

Article II Section I

The General rights of all Sentients to be secure in the knowledge that
they share equal protection of the law shall not be infringed upon based on
Species, Sex, or any other discriminable factor.

Article II Section II

The provinces shall have the right to dictate all crimes outside of
murder or other Governing jurisdiction.  The limit of this power will be
tested by the Senate.

Article II Section III

There shall be no law made specifically for a single case after the
facts.

Article II Section IV

The right to bear arms, necessary for the maintenance of a proper
militia, shall not be infringed upon unless directed by the Senate and the Governor.

Article II Section V

Any law not passed within 10 months shall be killed.
